What is that part? I have never seen one of those on a 308 before.

Normal and correct. It's a small air blower used on '78-'79 US version 308 that runs via a timer in the passenger footwell for ~15 minutes after engine shutoff to evacuate the fuel fumes out of the airbox and send them to the charcoal canister for absorbtion (and then later ingestion into the engine the next time it is run) -- see page 83 in your 150/78 OM. In fact, you should read all of Section 3 -- it will give you a lot of useful information.

It's always amazing to find the answers to so many questions right there in an owners manual!

Sadly as guys, we are not wired to read one! :)

Didn't read your original post carefully enough -- if it's making a huge amount of noise = no, that wouldn't be good, but it's normal that it "buzz/hum/vibrate" some during operation. The body should not be touching anything other than the isolation mounts. If it dies completely, there's no operational danger. If it's always been completely silent until now, perhaps it was already dead and came back to life ;).

Interesting, my 79 didn't have this part nor the bracket that it's attached to. Learned something new.

awesome ! thank you for the good info. perhaps it was unplugged before and the mechanic plugged it back in when it was serviced. when trying to figure it out i noticed i could unplug the electrical connection and it would stop. does it only do it on hot days or everytime it s run ? if it is not necessarry i am inclined to unplug the electrical connection. i suspect it is usa epa equipment that is fine if not operating. glad to know it is nothing serious.
