I was just quoted $3,200 by Ferrari of Washington for basic annual service of my 2013 California (~18,000 miles on it) which includes Oil, Filters, Cabin Filter, Brake Fluid Flush/Fill, full inspection and nitrogen tire fill...

Debating whether A) I need all of those things truly B) I should consider independent/other options C) since the car is CPO does that mean I should only service at a dealer?

I know there are plenty of threads on the topic, just feel like the needle has moved on cost - so I wanted to gauge recent expenses people have incurred.

I have my 2013 Cali serviced by a local independent who has over 25 years as a Ferrari service tech and is widely respected across the gulf coast. He charges about $1200 for an annual. I only do the cabin filter every other year and don’t bother with nitrogen in the tires. I’ve heard that dealers run about $1800 although there isn’t one in the New Orleans area so I haven’t gotten a quote from one. Mine wasn’t certified when I bought it but I got it from the dealership who had sold it to the original owner and had maintained it properly with all records. I think if you have the work done by a quality independent shop you’re fine.

Call Greg Miller at Loudon County Exotics to see what they charge. That is who I use and they have been awesome.
