    Just politicians moving their lips and playing to their particular political base.

    No California politician that wants to stay in power will ban the internal combustion engine. Impose endless and costly regulations on new vehicles, yes. Ban what the people presently have in a state that loves cars, has massive vehicle infrastructure, and makes huge profits from gas tax for the state coffers to spend on liberal causes. Never!
