Cambelt tension meter

Could someone tell me please ,for a Mondial t 1993 euro , the figures on a staeger meter are they in Nm or lbs , because the wsm says that the tension for the cambelt should be between 140 - 160 , but does not say what measuring system the meter uses, I do not know because I do not have a staeger meter , but have the chance to purchase a lbs tension meter that is not a staeger meter ,so I needed to know so as I can make conversion if need be , thankyou for any kind replies.
