    Hi everyone

I know this is probably a dumb question, but I was wondering what this cam thingy does, It looks as though it is in someway related to the coolant temperature but I was just curious as to its exact function?

    Cheers

That is your cold idle device. It moves the throttle based on the temperature of your coolant and increases your idle speed when the car is cold. The purpose is to reduce emissions at startup and wear your engine out prematurely.

    Mine is disconnected.

There's an adjusting screw on it so it can be set to a reasonable fast idle (1500 rpm?) till the water gets hot. For some reason though the manual suggests it should go to 3000 rpm, which is hilarious....

You've got to remember that they were doing a lot of silly things on these cars. The cat location isn't exactly beneficial to quick lightoff, so they obviously needed that high of an idle to get them lit and working on the EPA test.
Kinda like the seat pressure-sensitive fuel pump cutout... NUTTY!
