Text messaging takes very little resources. To determine specs of the server one need to know load / users / what server environment it is running. A lot of very high load servers are running $2-3k/month instances on AWS. You can probably start with AWS free or just any small instance. If java used - probably go for a bit more memory even from the start. One of my clients is sms/voip co, so I can help you more given more details.
