There is likely a missing ground terminal in your OBDII connector that won't let your scan tool connect. If that's it it's a simple fix.

Here's the service bulletin about it.

Also, at least in my '98 355, if you don't first disable the alarm, the scan tool will not read the OBD II port. Seems the alarm (which auto sets itself) disconnects the ability for the scanner to communicate with the car.

P1117 is O2 sensor heater circuit bank one, sensor 2 (passenger side, post cat O2 sensor needs to be replaced)

P1121 is same for drivers side.

Sounds like you need to pick up two new Bosch pre and post catalyst O2 sensors. The Bosch part number is 13820 for post cat. I see them for $75.41 each on Amazon.com ;)

The correct pre cat O2 sensor is Bosch 13819. Both part numbers I listed are correct for 1996 to 1999 F355 with 5.2 Motronic. Do not trust the Bosch online look ups, they are wrong, and if you use the O2 sensors they list you WILL get "check engine" lights.

I have an emissions CEL too from last year...now when I plug in the OBDII similar to posted above it doesn't read any codes, but the light is still on.
