Initial demand wasn't crazy and a number of the usual suspects passed, so it didn't necessarily require a lofty prior inventory to receive a car, if alert from the get-go.
The bottom line is that ordering a limited edition Ferrari is as complex as women. Some GTO were allocated to regular customers who expressed interest and some VIPs didnt get a GTO. Is there a logic behind this? Who knows..maybe not even Ferrari.
Timing and the economy had a lot to do with it. More than a few loyal upscale customers had just gotten burned on the prices paid for their 599GTB"S. When the reasale price dropped 40%+. Buying another 599 which was originally perceived as a souped up 599 did not play well with a lot of these same customers. Lets not forget that the country was and is going thru a major global recession and a lot of the normal credit lines for purchasing these cars had dried up. Most people had better things to do with their money and still do. This helped create a window for a lot of regular cutomers who normaly never would have had a shot at buying a limited production Ferrari.
