What recommendations to do this that are a good balance between cost and quality? I used to have an HP slide/negative scanner, but it was really slow anyway. I have a ton of pictures & slides from over the years and would like to get some of them digitized.

My dad just bought one of these to do exactly what're describing. Not sure the brand though, will have to ask him.

I have this one and I have been pretty happy with it. From what I could tell (and it may very well be wrong) there seemed to be a big jump from about the $250 this one cost to about $1000. There are ones in the middle but from what I could tell were not worth the extra money. http://www.bhphotovideo.com/c/product/539388-REG/Plustek_Technology_Inc_A17_BBM31_C_OpticFilm_7300_35mm_Film.html

The bad thing about this one is that you can only do one at a time and you have to move the negative/slide. Some of the more expensive ones looked like they would move it for you so you could sort of set it and forget it (I felt like an infomercial person saying that)

If you want I can send you a full highres photo, I scan at 3200 I think so fullsize they don't look great but 8x10 prints have looked good.

Almost all of the photos in this gallery have used the one above- http://www.speed-photos.net/Photography/Resent/11119123_otg7J#856306824_B4yrQ

I'd look into one of the services that do this - unfortunately negatives cost more than slides - but the time it will take you to do it yourself has to have some value.
There are a couple of big ones - one sends the stuff to India to actually be scanned and the other one puts them down for doing it that way.

    There are dozens of others.

I use and Epson flatbed scanner with negative and transparency carriers and it seems to work well. I've scanned both b+w negs and transparencies with it. There is a lot of clean up if there is a lot of dust or scratches, but that's what Photoshop is for. The software allows me to scan at very high resolution. The scanner is not a high end professional solution, but it was fairly inexpensive and works for me.
