Better than nothing, but not much. It should be compulsory for anyone returning from overseas. The real question is, who are these people and why would they refuse a test? Is there a pattern in terms of who is refusing? 30% is a huge number.
Makes no sense does it? My tenant was in quarantine for 14 days. He cried when he got released. He can't imagine anyone saying no to the test and staying one more day than necessary.
It's BS, , just lock them up and test them until they bleed ...... OR, make them pay for the time they are locked down , THEN they will be more than willing to get tested
If you look at the US NONE of them believe there are ANY rules that apply to them ........ there are a few hundred thousand that won't be voting due to the brilliant way the virus has been handled over there. I hope the QLD border is opened to all bar VICs .... they need to get it under control ..... the only cases we have lately are the people coming back from overseas (mostly India at this stage) I can't see Oz letting any Yanks in for a long time ..... or Poms, Brazilians, Italians, etc

Selfish bastards. It's not as if the test is an issue,when I was done it wasn't invasive or painful more rather a relief particularly when you get the negative result in a day or so!
