Its one of those shady & confusing eBay auctions. I wouldn't even waste time deciphering the legalities of those types of auctions.

 

"Pre-approved bidders only" usually means hijacked Ebay account and scam. Proceed with caution. If you get some email about it really being in England but they can ship it to you for free because they're military, it's time to run.

 

Most definitely! Stay clear of the "pre-approved bidders only" auctions.

Those auctions most commonly only accept payment in cash, EFT, or a wire transfer... once the money hits their account, the people disappear off the face of the planet and the poor guy that sent the money has no recourse.

The accounts the money gets sent to are typically overseas where there is little regulation in regard to opening and closing of bank accounts. You don't even have to show identification.

The anti-terrorist and money laundering reg's in the US make it harder for the crooks to pull it off state-side.
