That is sad. But on the bright side he will retire with a 6 figure pension from the state.

Unbelievable! It is half falling off. He's lucky that it did not fall off and cause another wreck and kill someone. The lack of professionalism of many of the public employees I have seen recently is appalling. This guy should be fired and loose his pension.

HORRIBLE! Oi! What the heck?! Send that video to IDOT, see what they'd do, if anything. It's like this:

Wow. Is this your channel? I featured the video on mine.

Fortunate for the owner this was documented.
A relative who broke down on the Kennedy had his transmission damaged by these goons.
They just dragged the locked wheels until the park pawl in the transmission broke rather than pick it up from the other end or reach under and shift the trans out of park.
IDOT's response to a complaint was pretty much tough poo.

I was once rear ended hard at the corner of halstead and division in chicago directly in front of the cabrini buildings. I got smashed from behind at around 40-50 mph pushing me completely through an intersection and the trunk of my car ended up in the back seat. Luckily not hurt badly, I got out of the car. The tow truck came to take the car and lifted it by the rear end because the rear wheels couldnt turn. As he went to turn around he did not secure the steering wheel and the car flew out like a snap the whip thing and smashed the front end of my car in to an oncoming van at about 40mph. The van driver and the tow truck driver then get in to a full on fist fight in the middle of the street. I finally get them broken up and get in the tow truck to go back with my car and there are empty beer cans and a half empty bottle of schnappes on the center console with the driver. i get him to drop the car and before i can get any info from him he takes off. It was brutal.
