    We were there for the FIA-GT 24 Hours of Spa the end of July. As I recall there was a special occasion celebration in Stavelot and these folks dressed for it. They were on the grid between the cars just prior to the start of the race. There's a statue of that character in one of the roundabouts in Stavelot. Here's what I found on Google: Stavelot also has a traditional carnival, the Carnaval de la Laetare des Blancs-Moussis. On the fourth Sunday of Lent, Laetare Sunday, some 200 local men clad in white and masked with long red noses—the Blancs-Moussis— parade through town throwing confetti and beating bystanders with dried pig bladders. AND this one . . .

    Particularly symbolic system of this carnival of tradition, the “White-Moussî” which means “vêtu of white” was in the beginning a disguise of fortune, simply made up of a sheet and a pillowcase white.
    Supplemented by a mask with the carrot nose, this disguise quickly will acquire with Stavelot, another significance and from now on to be used to parody there the monks of the 15th century, at which to celebrate the carnival had been interdict after one period of too great laxism.
    As of Sunday morning, the White-Moussîs traverse the streets of the city by placarding their frightening disrespectful posters while the afternoon, they emerge from the procession, on board their tank, bombarding the crowd of thousands of confettis and whipping the public with their bladders of pig.

    i wasn't even paying attention until someone said "what the hell, it's the kkk. you have got to be kidding me"

    to me it looked like something out of clockwork orange. but still i have had no answers as to what the significance was. i feel pretty confident the kk wasn't involved, but still, it was an interesting sight that i have never seen discussed before.

    and having said that, until you see the rouge in person, you have no idea what it is like. i have watched races for years at spa and never understood what the big deal was. when you see it in person, you definitely understand.
