Emissions test and Leak down test results

Got the results of my leak down test and my state emissions test today. Every single cylinder was reported as either 3% or 4% on the leak down test. I get the impression that is pretty good for a 23 year old engine with 60,000 + miles on it. Would you agree?

You can see the emissions test results below. I don't know what the limits are for some of the more strict states but here in Virginia the car passed with flying colors on the first try.
