Is the 430 engine an evolution of the 360 engine, or is it a completely different engine?

Different in every way. Especially chains vs belts. The 430 motor is more closely related to Maser motors than 360 motors but even there, all parts are different.

Brand new design in many years.

360 was the latest evolution of what started as the V8 from the 70s, it lived long.

The 430 started as an evolution of the engine designed from the ground up by Ferrari to save Maserati as a brand, the 4.2 V8 was installed in the Maserati 3200 GT replacing the twin turbo V6, later it went into the Quattroporte, this engine is now used in the entire Maserati line-up.

The F458 Italia is an evolution of the 4.3 in the F430 with added DFI and a tad larger displacement. The California engine is based on the F430 engine as well. Typically, DFI adds around 10% power and reduces fuel consumption, a win-win, this is the reason why most car manufacturers are switching to DFI.
