    Areo package i believe it may be a heat outlet for the engine too im but im not sure.

    It is both.

    They are referred to as "chimneys".

    It's hot air exit for water and oil coolers, outside surface used as aero aid to channel air to suit needs, and varies in exit opening area depending upon cooling requiremnts of track, car, conditions.

    In effect... and aerodynamic thermostat.
