Buy a chassis and engine that conforms to the new regulations, get accepted by the FIA, have a Super licensed pilot and wait for approval.

    Cost is ALWAYS an issue.

Or buy into Lotus; can't cost much.
    Attend every race then....

If you are willing to pay, get into one of the top teams Paddock Club programs....

eg. if you are a Ferrari owner, you can buy passes to the Ferrari suite in the Paddock Club. The PC generally is top-notch, doing with a team gives additional unique access, plus invited to some of the sideshows (eg. parties).

Pricey; I think for Montreal and Austin the Ferrari passes were $8-9K/weekend, plus travel, hotel, transfers. McLaren does similar for owners.

For Ferrari, if you are in NA just call the Ferrari Concierge. At most tracks they also have a lower-grade (non-Paddock Club) that are pretty good (at least, they did at COTA and Montreal) but still very pricey ($3-4K). IIRC McLaren dealers can arrange as well.

I did Monza and Austin last year While both allowed great access Monza was not acceptable we were not allowed to stand outside to watch + u could not see the pits nor the track in front, I had to watch on the screen inside that is not going to happed again. so, can I see the pits and track from the club seats?

Yes- you can buy directly from the Paddock Club on Formula one .com...

its expensive but if you are a real F-1 nut - totally awsome experience ...

Austin and Montreal, the suites are literally sitting on top of pit lane, above the garages, and overlook the front straight.

Having said that, and having done it, you still rely on the big screens to watch the race itself

i did Silverstone years ago with Williams (pre-"Wing" building), the suite was one place, you had to walk to a grandstand to see the track. Unsure how it is with the new building.

Need to sit across from the pits to watch. I was pissed at Ferrari Club. Austin was a totally different experience. All great. Food not as good as Monza
