    Harsher power unit penalties among possible new rules from F1 Commission

    The latest meeting of the F1 Commission has brought about several key possible rule changes being discussed, including tougher penalties for teams taking ‘tactical’ grid penalties for new power unit parts.

    The Commission met in Abu Dhabi as the next steps for the direction for Formula 1 were set out, with an admission that power unit-related grid penalties are currently “not a strong enough deterrent” to stop teams from benefiting from a fresh power unit at a cost of grid positions.

    The first element taken beyond the allocation of any part of the power unit for a season brings with it a 10-place grid penalty, and a five-place penalty for the second additional part.

    F1 and the FIA say teams are currently using the system more than they need to, which not only “undermines” the power unit restrictions in place but also adds costs to the teams which may not be needed.

    As a result, they will take a look at the possibilities available to them moving forward.

    A statement on the meeting read: “Possible updates to the penalties relating to Power Unit infringements were discussed by the Commission. It was agreed the current system is not a strong enough deterrent to teams to make strategic Power Unit changes, and encourages the change of more elements than needed once a driver has accumulated more than a certain level of penalty.

    “This ultimately causes higher parts costs and undermines the PU element annual restrictions. This will continue to be discussed at the Sporting and Power Unit Advisory Committees for further analysis and refinement.”

    Elsewhere in the meeting, other updates being discussed are the possibility of a tweak to DRS rules, whereby the activation after starts, restarts, Safety Car and Virtual Safety Car periods could be brought forward by a lap, with this set to be trialled in the six sprints next season – with a view to being rolled out in full in 2024.

    The F1 Commission has also taken driver complaints into account regarding wet-weather visibility, with a possible ‘standard bodywork kit’ coming to help the drivers see better in wet conditions, aimed specifically to ‘suppress’ spray, with the FIA commencing a study at defining a package of parts capable of achieving this aim.

    The FIA remain on target to remove heated tyre blankets by 2024, but any final decision on the matter has been delayed until at least July next year.

    They also aim to introduce measures aimed at simplifying the parc fermé process, whereby car set-ups are ‘locked’ after qualifying, during sprint weekends, with parc fermé conditions being introduced after FP1 on those weekends in particular.

    F1 president and CEO Stefano Domenicali said: “Formula 1 has had an incredible season and continues to grow around the world. That would not be possible without the work of everyone involved at the Commission level and all their teams.

    “We are all working hard together to continuously improve the sport for our fans and the President, and I want to continue to maximise the best outcomes for the sport so 2023 can be an even better year for Formula1.

    As for PU penalties::

    10 places for the first unit, and 2 places for every race in which it is used (after the first)
    5 places for all subsequent units, and accumulation of grid-spot penalties in which it/they is/are used {3, 4, 5, 6, 7, 8, 9, 10,...}.

    So if you are on your 4 replacement unit (out of the allotment) you have
    suffered 1: 10 spot penalty, and n×2 spot penalties
    suffered 3: 5 spot penalties, and some races with 3 spot, 4-spot, and 5-spot penalties.

    Pretty soon, the manufactures (and teams) are better off using a questionable engine than taking penalties.
    {for Haas and Williams it is not going to change anything.}

    It is either grid spot penalties or WDC+WCC point penalties, OR, finish line penalties*.

    (*) Imagine taking a fresh PU and not being able to be classified higher than 4th.

    Billionaire Calvin Lo is looking at possibly expanding his investment in F1, adding that other Asian investors were also interested “I wouldn’t be surprised if you hear some consortium in Asia investing into some teams” Lo already has ties with Williams through Dorilton Capital.

    He wants to hire Mick as one of his drivers. He is an admirer of MS. I dont see this effort adding 'value' as F1 leaders say about Andretti. Why this? We already have 1 indulging Bill-aire to deal with already. I see this going no where for now. Liberty is a hungry cash machine and stranger things in F1 are being considered like reverse DRS LOL.

    Perhaps the craziest offer for the 23-year-old now comes from Asia: a very wealthy businessman from Hong Kong wants to found his own F1 team there in the next few years.

    Calvin Lo is the head of RE Lee International, the largest life insurance broker in the world recently pumped a three-digit million sum into the Williams, and is aiming to enter F1 himself. And as a driver he would like to have… of course: Mick Schumacher.

    Calvin Lo: "I think Mick is an asset to any team. You have to imagine it: my hero, my idol Schumacher and then his son who had the training and effects of this mindset since he was a little kid."

    Looking at his own story with Schumi, Lo reveals: "From a boy who grew up watching Schumacher and later his son drives (in Lo's Team; ed.), that would be heaven for me."

    Lo cannot understand Schumacher's end at Haas. "Of course he had bad luck a few times in the past two years, especially now in the last races.

    "But he is an amazing driver and as far as I can tell also a very personable and friendly person. And of course from a financial point of view, in terms of marketability, it's incredible," Lo added.

    Lo himself knows best that the realization of his big dream of entering Formula 1 will be difficult and, above all, extremely expensive. Mercedes team boss Toto Wolff had recently put the cost of a newcomer at around one billion euros.

    "What I've seen so far, the numbers are of the order of magnitude," Lo, who recently paid a visit to the paddock in Singapore and had previously been a VIP guest at various races, is under no illusions.


    Without additional added value, in the form of a car manufacturer as a partner, the established forces of F1 currently do not want to give up any of the cake. However, Lo has a trump card up his sleeve: "Asia makes the whole pie bigger for everyone," believes the investor.

    "Asia demands more Formula 1. There is a 30 to 40 percent increase in the number of spectators alone. Asia is a big market and if different players come into play it would be good for everyone on the starting line-up."

    What could also help Lo: Hyundai is also said to be flirting with an F1 entry - under new regulations from the 2026 season, to which Audi is also entering. That matches Lo's schedule: "Realistic is 2026, that's already a short period of time," says the businessman.
