Pump is running, brake lights work, paddle shifters won't do anything.

Resetting the computer and/or unplugging battery for a few hours keeps the F1 error, so I assume permanent failure, sensor or such?

+1. The F1 error light is there to prevent you or the car from doing any more damages. I'm a premium AAA member with unlimited mileage towing. It's worth getting for less than $150 per year. Especially if you own a Ferrari! :) Good luck and let us know the outcome.

My comment was somewhat in jest, but true none the less. You don't tell us what kind of car but an F1 warning light and no shifting is a bad sign. You will need an SD and some experience to work this out out and few on here are equipped to do that. That only leave the tow truck.

Plus I have said it before and I will say it again, power cycling when you have a problem isn't a good idea because it clears the codes that can help with diagnosis.
