    Does the left side fan always stay on when the AC is on or should it cycle off and on when the compressor is on.

    cycles on and off depending on water temperature and refrigerant head pressure.

    My left side fan cycles off and on and does not stay on when the temp goes above 195 degrees. It stays on for only a few seconds. I have changed the fan sensor to no help. Someone says this fan is controlled by the AC and that the AC controlls might be bad. Any thoughts?

    It's what mine does too. That, of course, doesn't mean it's right. I can't help you more than that, sorry. It does cycle on and off a lot and quickly.
