f430 exhaust Question

Hey Everyone a quick question! On the 430 on each side of the exhaust there is a vacuum pot valve device inline in the pipes. I am fairly certain that the way they work is vacuum pulls them open or closed for more flow I would assume. My question is on the 430 here both of the vacuum pot things have no vac line on them they just have open tube nipples. the funny bit is that there appears to be a hose on each side zip tied up along the rear grill with some wiring. Can anyone tell me if these are disconnected for some specific reason or were they left undone at the last servicing! Any info would be greatly appreciated
