Racing seats are not allowed in the US anymore.

As for the rest of the world, I'd ask your dealer!

Question on that? How come the 599 can come with the CF race seats but the 430 does not. Also can 599 seats fit in the tracks of a 430?

The real issue with the CF racing seats in the 430 is that they have no Latch (for baby seats).

I haven't seen a 599 close up so I am not sure how they managed to get around the problem.

Maybe someone with a 599 with CF racing seats can chime in?

The F599 is compliant, and was designed from the get-go, with NHTSA laws that mandate airbags have LRD (low-risk deployment) and the seat monitors weight distribution. Ferrari dealers are supplied with ridiculously-expensive calibrated weights to ensure that the seats are working properly. The F430 was not designed for this system in mind and it was not possible to adjust the system to be fully compliant (and FNA was granted a waiver). These laws were supposed to go into effect on Sept 1st 2006. I suspect that other changes for compliance *were* made at that time, but only for the standard seats. This is why the sport seats were dropped from US availability. It also explains why heated seats are also no-longer available for order -- the space underneath the seats simply no-longer has enough room with the changes that had to be made for compliance.
