no, they are green with orange numbers. Red plates are for people who are french but are temporary in france .

I just checked it out and they are referred to as "Temporary Tourist Plates". Very interesting. A French GTO, temporary in France, but being driven in Italy. Wonderful! Actually I think I recognize this GTO from its Michelin XWX tires - could this be 53765?
