    There are numerous discussions on the issue... The consensus is that it's usually a flat paint without clear coat. This being said if you fancy something slightly different, why not?

    Pay attention to the material: if you go down to bear metal you will need the specific green primer in order to stick to the magnesium alloy.

    I have read about the Magnesium, but I believe the 412 are aluminum alloy like the contemporary 328 and Testarossa.

    These rims are similar to the Testarossa front rims for sure, but the cracks in your paint would make me suspect something odd...

    The picture is bad, they are surface scratches, not cracked.
