    Yes. The biggest hillclimbs are at least partially gravel but each year more and more of Pikes Peak road is tarmac. Mt Washington was mixed surfaces and this video is worth a watch.

    Don't know about west coast but on east coast there are several series of all-tarmac small hillclimb championships.
