With the current ban on engine development, it is rumoured that Ferrari's main focus is on Engine Efficiancy. Fuel consumpion last year was averaged at 2.55.Kg/lap against MB's 2.49 Kg/lap (source f1numbers). Obviously, cooling and lubricants can help, but I beleive that little else can be done. Massa was spotted in a 2006 or 7 turning 30 or so laps, what was he testing, if not new engine components?

Can anybody with insider information help out with more info ??

When was Massa spotted ? He was allowed a test in an older car at the back end of last year to make sure there were no lingering ill efects from his accident (& that was done in an F1 Clienti car on GP2 (I think) tyres - same as Schumacher drove earlier in the year).

Other than that I've not heard of any other Ferraris "testing

Not that I have inside information, but we discussed this occasionally on here. You're right that fuel consumption is/was a problem for Ferrari and that they allegedly addressed it to the point that it is no longer an issue. We'll see.

As I understand it, they've adjusted the air intake pipe lengths and remapped the engine along with fuel and lubricant changes.
As Tifosi12 has said, these have apparantly sorted the issue out, but only time will tell.
