I'm sure that's purely the costs of racing, ie. the team and the cars. PR is separate and he might even save some transportation costs by flying folks on his own airline. IIRC 60m is about what the Jordans and Minardis of this world paid for their seasons. I guess that's doable if you don't have to pay much for a spec engine and if you don't fight for the front of the grid.
Alot of ideas on track what about off track? I think the main thing F1 lacks is the inclusion of the fans. As much as some people don't like Nascar, F1 could take a page from them in how to treat fans.Nascar drivers have no problem answering questions, puff pieces on what they do off the track,etc.
Steel brakes are just as efficient at generating heat (i.e. decelerating) they are just less efficient in transfering this heat to the air. Steel brakes also weigh more so the sprung to unsprung ratio is changed. Zanardi used steel brakes when he was having torubles getting used to the CF brakes a half decade ago.
As to the original topic: How to get more passing: Ban all visible aerodynamic contours and allow the constructors to bring back active suspensions. That is trade the wings, spoilers, diffusers, barge boards for active suspension. Ban radios: Go back to Signal Boards (to driver) and hand signals (from driver). This also erases any ability to manouver the races from the pits. How to get more public/fan intrest: A: Quit expecting for every little thing you put in front of your fans to bring back revenue. B: Ban any hiding of the cars or any part thereof during the race weekend.
I'd like to see some jumps, some snow and gravel, some water crossings, some racing a real roads, codrivers, er, wait FIA screwed up rally too. My biggest peev applies towards most professional sports these days, the players/drivers free agency. Everyone switching teams so often that one team you despise because of its players/driver is now on a team you rooted for last season and your favorite player/driver now on the team you enjoyed seeing lose. Not saying it didn't happen before, just seems more so in recent years.
