360 Fitting 360 seat belt bolt and washers

Have removed seat belt at seat end and I’m not sure that it has the correct washers and fitted in the correct order. In the picture, do I have the correct order with the seatbelt hole being on the left? It seems the thin washer is too large!?

When in doubt, look at the other side.

 

That washer is a spring to allow the belt collar to swivel on the base. As suggested, look at the other side. My guess is, slip the lower belt collar over that black spacer, slip spring washer over that and then bolt it in place. Could not find a pic in shop manual. And, ALWAYS take pictures anytime you take something apart. Even then, you will probably end up with parts left over or in the wrong place.

 

Does anyone know the spec for this screw? I need a replacement and don't know the size/metric.
