There are such simple solutions to this, either min number of laps per session or a min gap to the car in front as they cross the line.
No, they're already doing a minimum number of laps a session. And let's not make it overly complicated with a min. gap to the car in front. This is mainly a Monza problem.
The rules could make them all line-up in the pit lane, and then being released at random by the marshalls. Then they should be made to observe a minimum speed ON ALL LAPS ( no waiting for a tow, or offering a tow). That would stop of this towing strategy that spoils practice.
I disagree with all of these so-called "solutions". If they are stupid enough to repeat this, then let them.
