    In that case of HAM leading VER on the restart, what if the lead driver hit the brakes before the start line? I suppose it might be legal, but would be frowned upon as being unsafe too.

    Such an action is not allowed and, especially if a crash occurs, a very hefty penalty would be given.

    thanks for the rule, I should have read that. They might want to re-write it though to avoid the argument that a lead driver braking right at the start line would be AFTER the safety car returned to the pits, and the language states that this rules is "before" the safety car returns to the pits.

    Probably. But I think after the SC goes in the lead car effecttively becomes the SC and thus the same rules apply. Causing such a crash would really be frowned upon and, especially if a decent crash occurs, would result into a race ban.
