Wisely in my book. I can imagine a scenario where Norris pits and the wheel change goes wrong. A crossthread wheelnut, or faulty airgun perhaps causing the car to be at standstill for a long time. After more than 30 sec. Norris rejoins the track and struggles in traffic, finishing now out of the points. That would have been total disaster for Norris and McLaren would have been crucified by the pundits. There is always a degree of risk in racing, but when ahead in view of the chequered flag, you don't change focus for 1 point !!!
Go back and check the radio conversations in 1997 when ALL the other teams were letting JV come through cleanly but were blocking MS ...... that was COLLUSION of the worst kind by the garagisti

With 29 seconds over 2nd and another 15-odd seconds over 3rd:: The realistic gamble is 7 points to the negative side (25->18) to 1 point on the positive side. Max had the chance to gain twice that (max gains 7 Norris looses 7)
This is the issue. Historically an F1 team is a team of two drivers. RB has four drivers, two of which are rarely in the hunt (let alone risking issues for the constructors) so it’s easier and less costly for them to cause trouble for the field. It’s ridiculous to compare what two car teams have done in terms of strategy to a four car team.
