On the same e-Tracks website, I found this news article from 2005:

It looks like back in 2005, the Newman/Haas Champ Car team was lobbying for a street race in Philadelphia to be held around July 4th in 2006. It appears the idea for the Champ Car race never got approval from the city.

Sounds like a great place to hold a race though.

Here is an excerpt from a 2005 Speedline article that is no longer online:

Novelties for Champ Car's 2006 Schedule
    Written by: Cassio Cortes
    Denver, Co. – 8/12/2005

Champ Car’s 2006 schedule, expected to come out sometime during this weekend’s Denver Grand Prix, should present some intriguing novelties.

Headlining those would be a Philadelphia street race on the July 4 weekend, perhaps at night to conclude just in time for some patriotic fireworks. Newman/Haas co-owner and unofficial Champ Car spokesman Paul Newman met with Philly officials last week.

"Each town has its own allure and it has its own character. This race would be different from Long Beach, it would be different from Edmonton. Champ Car would get a great race, and [the city would] get a great three-day festival, so everybody wins," he stated.

Don't know about this one, but in the 70's, Mayor Rizzo was trying to get a road race through Fairmount Park, or up and down the river drives.

Can't remember if it was Indy or Can Am or F1. Worked it all out, had a course laid out, but the whole thing fell through.

And of course there was a race of sorts held in Fairmount park for a few years with classic cars, but that morphed into the Randor Hunt Concours.

Wow, I really wish these things were not just proposed and actually made it to reality. We wouldn't have to go to Canada for the nearest GP! At the most what 175 miles from Virginia? All I have to do is take a 15 minute trip!
