Frequency Valve Relay keeps blowing - Help!

    Just installed an XDI system on my 1984 308 QV, fired up the car and it ran great for just a bit then started running rough with no power. Noticed that the frequency valve was not buzzing. I had dealt with this early last year and had put a fuse in the relay in place of the pop fuse and all was well for nearly 2 years. Well, today I checked the fuse (10amp) and it was blown, replaced the fuse with another one and it immediately blew...and yet another fuse...blown. Checked the fuse leads with a voltmeter and I am getting 12V across the fuse which is not right....hence the blown fuses. I get the 12V whether the key is turned or not. Checked over the new XDI unit and all wiring is exactly they way it should be. I opened up the relay as shown and get the following readings across the plugs when plugged half way in. Also, when I start the car with this relay unplugged and then plug it in, the contacts in the relay come together (electromagnetic) but no change in the way the car runs. Second, when the relay is plugged in, the car is started and the large plug on the side of the J-tronic brain is pulled, the car still runs. Any thoughts at all? Is it just the relay or could the j-tronic system be bad now? Any help or comments would be greatly appreciated.
