We're any other cars affected by this at the time? Mondial for example? Every single European car is going to have the indicators on the outside since it is law there that turn signals must be visible from the side. Therefore they would also fall foul of this in that time period. For example a 635 CSI from 1983 seen from the side.

It would be nice if there was a real reason but I am skeptical about any reason for the lights being swapped other than error on reassembly.

Other than the incorrect lights , the OP's car looks great.

I'd have to see it in writing. I have never heard of a state imposing any rule of that nature.

 

Hopefully you can but as far as the text you have highlighted, all US cars came with rear running lights from the factory so there was no reason to reverse the lights for this function on any US car, including the OP's. The text says "imported cars".
