    There are two plugs in that area:

    20A: Headlight washer electric pump. 2 wires: black and grey/brown).
    21A: Transverse acceleration Sensor (for Suspension System). 3 wires: grey/green, green and blue/green

    My money is on the optional (?) washer system

    When the 360 came out, it was stressed in tech class that it was a "world car" and many systems were now the same. Some wires would be present but not used in our particular market. As well, they all had lights on the fenders because some countries required them and it was not an issue to have them and not be required. Many times I have taken things apart and labeled the empty connector so I wouldn't cause myself stress later.
