I'm thinking of doing an epoxy paint finish to my garage floor, but it has some oil spots. Is it even possible to clean these spots with anything well enough to make the paint stick? I think to have part of the epoxy come up would look worse than no epoxy at all.

Whats the very best thing to prep with?

When I had epoxy put down in my NEW workshop, the guy used pool acid to etch the concrete.

I would use a heavy degreaser like TSP (the real thing Tri sodium Phosphate)
    followed by pool acid.

It was cool watching the "smoke" rise as the acid was poured on.

Don't get it at a pool store though, they'll rape you. It is simple muriatic acid that you can get at Menard's, Lowe's, etc. You will definitely need to degrease first though as Erich mentioned as acid will not remove grease.
