coffeecup for a great (free) HTML Editor, it's what I use. You code your HTML, then click on a tab to see how it looks, then click back to go back into the source code and keep working on it...

    coffeecup.com

There is a link to it from my website - www.cubicvr.com

Forum software ? Whoever hosts your website 'should' give it to you as part of the deal.

There are different levels you can get for VB(same used for this site), you can either rent licenses or purchase. That would be my only choice. You can see that was used for this site. I also use it on mine:
    http://www.hpisavageforum.com
Our server for that site only costs about 21 dollars a month. We don't have the need to go for a dedicated server yet.
I know it's not free, but I wouldn't pick another for forum use. Great help index/support and constant updates.

i find Simple Machines is good as an intermediate forum software. does most of the stuff that the big players do, without too much of the excessive options and stats.

don't use it much, but here it is: http://aussieexotics.com/forum/

Like ash said, SMF is probably your best bet.

No matter what software you choose, if you should ever feel the upgrade to a newer version, be sure and back up the old one.
