That's a pretty dark image and difficult to make out details, but I'd say it looks like a 1925-26 Studebaker Six with Duplex Phaeton bodywork, otherwise known as the "California" top.
Most commonly known as the Hofstetter Turbo. That was its commercial name. This car in the pics is the prototype, with a bigger engine than the 'production' cars. Non turbocharged. Of course El Wayne knew what it was but I thought it would be more of a challenge to everyone else!
Haven't had my GTC fix in a while. Somebody, please give us a new one and make it challenging. Original pics are best!

Not Skoda. Correct, also not Aero, Jawa, or Zbrojovka. That doesn't leave too many manufacturers to choose from. You guys should at least be able to narrow it down to a single brand soon. Perhaps this will help?
Wheelbase, and wheels as well, could be Tatra, probably 52 - but the grille doesn't look like any Tatra I have ever seen. And, being my No. 1 favorite make, I've seen more than a few...
