My heater on my F355 spider only works when the 'stop' button is released. This engages the A/C compressor and provides hot or cold air depending on the temp. setting. When the 'stop' button is pressed, the vents blow cold outside air regardless of the temp. setting. I find this is unusual because on every other car I've owned, the heater works without engaging the A/C system and compressor.

Is this normal on a F355? Do other model ferraris do the same thing?

Your car is working correctly, and this is in fact normal on all Ferraris. The Ferraris actually use a very intelligent system.

When the stop button is pressed, you'll notice that the Ferrari F355 will blow fresh air that corresponds exactly to the air that is outside. Try using the "ECON" mode in any other car, and you'll find that the air blowing into the cabin is not only unpleasant but also warmer than the outside air. This occurs because "other" cars usually have their engines in the front of the car, thereby heating up the outside air that flows through the front of the car into the cabin.

The climate control system in the Ferrari has to be enabled in order to get either heat or air conditioning. As you say, it will decide what to give you depending on various parameters.

Considering other types of cars, I actually think it is a misconception to not have the "A/C" function enabled during the winter time. When the "A/C" system is enabled, you are telling the car to control the climate automatically. When it is disabled, or when you are in "ECON" mode, the car is just giving you whatever air it feels like giving. Try using the "A/C" function in the winter time and you will see that the air will blow warm. I know that in the Porsche cars, the little snowflake (air conditioning symbol) is always illuminated in automatic climate control mode. My Audi also will not say "ECON" in automatic mode.
