I would think you could convert from EPS to this format?

It's a format for embroidery files that, I think, comes from special software that determines the EXACT stitch pattern and count.

I've always sent pdf or tiff files to my embroidery folks and they've done the conversion.

It's not a pure software conversion though, it needs to be done manually, if there is to be any quality at all. The process is called "digitizing." The direction and density of the stitches are something that must be programmed by someone who knows what they are doing and has an eye for the design itself. There's a world of difference between a crappy embroidery job and an outstanding one.

There are some businesses that outsource the digitizing to India. You want to deal with a business who has in-house artists doing the digitizing, if you want a good result. That way they can make you a sample and you can request small changes in the way the stitiching is done.

A bad thread tension setting on the embroidery machine is also something that can ruin a perfectly good embroidery design. There are too many shopping-mall embroidery stands that are operated by 16 year olds that have no idea how to properly digitize a logo, or adjust thread tensions on the machine.
