    I would bead blast at low pressure rather than use a chemical stripper. Look for a classic car or motorcycle restorer for this service.

    I would use an orange-based chemical stripper, then bead blast lightly and repaint.

    unfortunately this is not any sort of paint.
    It is glass enamel like you would see on a saucepan
    Also used on Jaguar cast iron headers
    Hard as.

    Any kind of aggressive blasting will turn it into a potato chip. It will warp like a SOB. It needs to be chemically stripped somehow.

    Ask the people who do those kinds of coatings. They'll know how to strip it.

    Looks like powder coating. Chemical strippers will remove it.

    Otherwise, paint over it.

    +1 on the paint over it, if its as tough as you say and well stuck, just rough it up with sandpaper and paint over it.

    Look up the safety issues associated with HF and see if you still want to mess with Ammonia Bifluoride??
