My idle goes to 1450 rpm after the car is driven and warmed up. It does not do this right away but maybe after 20 minutes of driving. The throttle or pedal does not seem stuck. Where to start? Idle valve, vacuum leak, O2 sensors?

You mentioned before having piggyback ecu's. Do these control only fueling or idle functions as well?

I would start out by making sure the throttle is in fact closing all the way and it doesn't have tension on the throttle cable with no input.

The piggy back computers control timing and fuel. I will check throttle cable again, but did not seem to be binding.

Those idle compensaters can cause that havoc or the seal around it. Popular after winter rubber seal thing
