    So the relay, fuse and wiring are ok?

    It works, it’s just weak. The pump has that sound of a dog when it’s slow-woofing — if that’s makes sense — and the horns are weak commensurately.

    I suppose there might be a slight chance that the full voltage is not reaching the pump, but you're probably right.

    Did you try lubricating the pump by spraying lube in the inlet while operating the pump?
    I know that this is a recommended maintenance item. Not sure exactly what lube is recommended , but I used silicone spray, and it worked great and I got a lot more volume out of my horns.
    Disconnect the outlet and put a rag over it to catch the lube that will spray out when you do this.
