Horn was not working but air horn was fine. When I removed the horn button the wire extending down toward the steering column had come detached. The connector had snapped. I removed the steering wheel and the next ~1/2" thick ring under the wheel but have not removed the slotted nut holding the hub.

I can see a copper hole under the hub by looking thru a window in the hub that the wire goes thru. I did a test and yes this is where the wire should be connected. The hole is fairly small and round. Does anyone know what type of wire connector this would be? Italian special? If I had the correct connector I think I could push it into place with a tiny needle nose pliers. I'll check Radio Shack but I do not think they will have it.

If I have to remove the hub, is there any common tool to take the hub nut off? I prefer not to do it with the screw driver and hammer! If I get the hub off I can attach the wire many ways including solder.

Are you sure that you are not just looking at the ID of a rivet? I'd be surprised if 400 used a different technology/"connector" than 308:

Yes, the system is the same. You just have more removed.

So the terminal riveted down there has broken on my car. The brass/copper "hole" that is clearly shown in your picture is where I need to connect to. I did find a straight thin terminal at Radio Shack; I am hoping it will push in snugly into that copper fitting. If not I will need to pull the hub.

What tool did you use to remove and hopefully re-install the slotted nut holding the steering wheel hub in place?

Thanks for the tool links, I was hoping someone would say that matches a VW Beetle nut and tools are on JC Whitney for $7.95!

Thanks also for the tip about protruding out the back. I had the same thought while waking today.

I will get back to it this weekend.

I ordered a 38mm tool from Ricambe, but I measured 39mm OD. I will see if it fits or needs "some adjustments" to make it work. The OD of the tool is also an issue since hub around the nut is not that large.

    More later.....

I ordered the 38 mm tool from Ricambi America and it fits perfect on the steering hub nut! This job just got easy if you ignore the $108 tool cost.

Instead of re-riveting the wire connector I used a thin straight connector and cut it short to not hit the disc behind. I glued it in place with Radio Shack connective cement and reassembled the rest.
