the horn sounds continuously. I have checked the horn relay by meter and by substitution and it is OK. The horn button contact measures 2.4 Mohm to ground with the relay out. With the relay in and the horn fuse out there is 12v at the fuse post indicating that the relay has closed, the horn button then measures 1.8volts to ground, I would expect it to measure 12volts.
    any thoughts anyone?

I'm slightly confused. Have you pulled the center portion of the steering wheel off to check the wiring and contacts behind the horn pad? Are you aware (I didn't know this for a long time) that the stock steering wheel on the 348 has horn contacts at the outer edges of the pad, as well as through the central button? If your horn sounds all the time, there must be a ground through terminal 86 at the relay, meaning through the steering wheel or its wiring.

Does your car still have the standard steering wheel?

By the way, welcome to Ferrari Chat!

thanks for the quick reply - I have removed the centre pad and isolated the horn push wire.
this is where I measured the resistance to ground of 2.4 Mohm. It is the standard steering wheel with the side pads. I will check the resistance to ground on pin 86 when the snow stops - with the wind chill it's -12c outside

today now it's warmed up , I checked pin 86 on the horn relay socket and to my surprise, it showed open circuit!! With the horn fuse out ( I don't need my ear wax moving) I replaced the relay and as I didn't hear it click, I checked the voltage at the steering wheel - 12 volts !! where previously there was 1.8. with trepidation I replaced the fuse and ... NOTHING !! so I shorted out the horn push black cable to ground - the horn sounded continuously but before I could get the the fuse panel it had stopped. I then tried shorting the horn and it worked perfectly!!
Is this just Italian electrics or is the car hornted?

It's italians. My horn only works if I turn my steering wheel exactly 90 degrees to the right. No more, no less, and not to the left either. This creates a slight problem when I need to veer across 3 lanes of traffic to use my horn.
