hot start problem became cold start problem

had been having issues with hot start in my mondial.i would stop and fill with fuel and then it would act as if it was flooded.replaced fuel accumulator now car does not start cold.before change when you turned the key a small chirp could be heard,as if it was building pressure,then it would start instantly.now i hear no chirp and it cranks and cranks then bobbles to start as if it is flooded.thanks for your help
