I recently rented a VW Passat from Avis. It was seriously de-contented...no sunroof, low-end stereo, cloth seats, base engine, no fog lights, manually adjusted seats...you get the picture.

The more I drove it, the more it appealed to me as basic transportation. After all, I haven't opened the sunroofs on any of my cars for years, except occasionally to keep them working properly, etc. I have plenty of cars (and access to others' cars) that are fun to drive. I really need something new, cheap, and reliable, especially for my wife to drive.

So, if I go to a dealer, can I order a fleet car like this?

No, dealers do not stock those cars. But, you can order one.....probably at full retail.

Call a fleet car dealer and see if you can get in on someone elses order. I know people that have done this.

Almost every dealership has a fleet department.
And every car brand has a base model car.
Sometimes a fleet dept. goes by the name of internet sales.
As for a cheap car for your wife, is that such a good idea ?
Even cheap cars today have good quality cloth seats, power locks, power windows and a decent sounding stereo.
Some examples of cheap and reliable would be Toyota corolla, Honda civic, Nissan sentra, ford focus, Chevy sonic, Kia Rio.
Any of these can be had for less than $18,000
Expect them to last at least 10 years or 150,000 miles.
The Toyota, Honda and the Nissan are well known for their long term dependability and low cost of ownership.
These 3 also have good resale when its time to trade in.
