    Hi -

on my new 1989 U.S. testarossa, I cant get the engine hood to lock in. It closes, and lays flat, but it wont lock into the latches. when I observe the latches with the hood up, they appear to be in good shape and fine, I can push down with my hand and they click lock in, then I can release them with the cable lever in the car or just push on the rod and pop open... but no luck when trying to push the hood down into the mechanism.

    Thanks.

A common problem. Needs adjustment of the mechanism.

Usually- on mine, had to do one corner at the time. Gentle on the pressure with both hands on one side and then did the other one.

I am not a light guy, I put a lot of pressure onto it to push it down, just wont lock in, which theory does seem off.

It is not rocket science. Just loosen the two bolt/nuts holding each latch and then move them up slightly to help them better capture the wire form piece on the underside of the engine bonnet. The only tricky bit is you only want to move them up -- not fore-aft so might be helpful to do something like marking the fore-aft position with some masking tape before loosening the bolts/nuts to know were they were fore-aft (there's a lot of slop in the holes that the bolts pass thru):

PS Ignore the wooden stick in the photo -- that's related to opening the rear latches thru the rear grill if the release cables are broken.

remove the latch both sides completely and adjust first the cones that the hood is equal with the other parts. then put in again the latches and adjust

I believe the nut is just a locknut, and the conical bumper has a threaded shaft and threads up and down for height adjustment (and then the locknut is tightened to hold it in that position) -- but I no longer have TR to check that.
