    Any tips

a 1960 383 with two four barrels and a push button automatic ?

The car sat 8 months. The engine and carbs are perfect and all rebuilt. Stock parts. 100 low lead is in the car.

The car turns over but it did not start. I do not
    want to flood the car.

Carter carbs ? I have not had an American car with carbs in a long time.

    Any advice ?

Bowls probably dried up. Remove the air cleaner and look down the carb(s) If you have no fuel when you hit the throttle (accelerator pump) they are dry.

Pour a little fuel in the carbs and try again.

    Good info ^ ^

Maybe chokes closed a bit too much. After cranking, no start. Perhaps open chokes a tad and pump gas peddle a couple times.

Used to work for me when knew, fuel was fresh, and got spark.

With a mechanical fuel pump it can take quite a bit of engine cranking to fill even a single let alone two carbs. I have a car with a Rochester quadrajet. As someone else pointed out a small jar with some gas in it can go a long way in reducing the amount of time it takes for the engine to start. I use an old glass spice jar. On the quadrajet there is a slot just behind the primary ventures. I get some gas in there along with some gas down the ventures. Use maybe two table spoons worth. The car starts almost instantly. First picture is the jar I use.
Second picture the screwdriver is pointing to the slot that leads to the float bowl.
Third picture is of the primaries.

I hope this weekend I will have an opportunity.

The weather has changed three times within one week. COLD low 30's and warm (70's) and humid (summer weather) and cool 50's mixed with rain.

I filled up a 60ml syringe with gas and squeezed some petrol into each carb. It started and stopped on each attempt. After three attempts to start the car it finally began to run. The car has sat for a year. The car rode better the more miles I put on the vehicle. Thanks everyone for the help.
