I would change those to SS nut/bolts and use never-seize on them.. soak them in Aero-Kroil for a few days and get them off.
I would recommend S/S all metal locking nuts - the exhaust does vibrate quite a bit and I have seen regular nuts come loose there.
Leave them alone. You will likely break at least one of the bolts getting them off. The bolt is welded to the bracket. If you break it, then you end up buying a new bracket.
No need to buy a new bracket - the snapped studs can be drilled out of the bracket and normal bolts used.

A small stiff wire brush to remove the loose rust and a brush on rust converter on the nuts would be a place I would start until it can be replaced with stainless..
